DLC MISSION

Contributing to the transparent and sustainable development of the Ukrainian society that meet the World and European standards attracting professional experts from different spheres to the international knowledge and experience exchange in key issues of social development by means of modern Information and Communication Technology.

DLC STATUS

DLC is a structural unit of the National Academy of Public Administration, which is the principal institution in the system of education, training, re-training and in-service training of public servants in Ukraine.

DLC was established under the financial support of the Canadian International Development Agency within the World Bank Project "Global Development Learning Network Distance Learning Center - Ukraine".

Ukraine Global Development Learning Network Center is the first GDLN center in the region of Europe and Central Asia was constructed under initiative of the World Bank with the financial assistance of the government of Canada.

The Distance Learning Center of the Academy is recognized as the best of Class GDLN Centers of the Europe & Central Asia Region in 2004-2005.

DLC-Ukraine is a part of modern telecommunications network that connects more than 50 independent DLCs in cities across the globe.

KEY ACTIVITIES DIRECTIONS

• Organizational, methodological, informational and technological support to the distance learning mode in speciality "Public Management of Society" and "Public Administration"
• Global Development Learning Network events organization and delivery
• Implementation of modern Information and Communication Technology into the educational process of the Academy and into the system of training and re-training of public servants and local government officials
• Study and summarizing the best practice in the public servants training
• Marketing and advertising campaigns
• Research and practical activities in educational innovative technologies development
• Delivery of videoconferences with participation of national, foreign and international organizations
• Development of the Ukrainian Interregional Distance Learning Network for public servants and local government officials
• Participation in the activities of public organization "Academy of Distance Education"

TECHNICAL CAPACITY

• DLC has a videoconference room and two Internet rooms.
• DLC technical equipment - audio- and video-equipment, simultaneous translation system, multi-media and overhead projectors, smart board etc.
• Videoconferencing-server bridge (Polycom MGC-50) connects in the Network Centers in Kyiv, Dnipropetrovsk, Lviv, Odesa and Kharkiv.
• DLC Library has more then forty electronic as well as published studying materials up to three thousand copies.

DISTANCE LEARNING DEVELOPMENT IN UKRAINE

The Center conducts round tables, workshops on distance learning issues, provides consultative services, promotes partnership development in distance learning sphere.

Educational Activities World Bank Institute

Since the first days of its activity the Center offers a wide variety of training programs and courses of the World Bank Institute to the Ukrainian citizens. Users from different layers of the Ukrainian society are going to take part in the courses, which includes videoconferences, seminars, workshops, round-tables and case studies.

Thus courses and subjects that deal with Public Service, Public Policy, Public Administration, Health etc. are mainly interesting for public servants, in particular for students of the Academy, its branches in Dnipropetrivsk, Lviv, Kharkiv, Odessa and 27 centers of training and management development of public servants. Such courses as Economics, Budgeting and Financial activity, Corporate Governance and Strategy, Marketing and Project Management are believed to be of interest to representatives of public, non-governmental and private enterprises, institutions and organizations.

Master's Degree Program by Distance Learning "Public Management of Society"

Master's program by distance learning is the first in Ukraine, which combines the most effective traditional teaching methods with new information technologies. Introduction of another form of learning (distant) into the academic process allows attracting a great deal of specialists in the sphere of public administration on the basis of the on-the-job-training.

Specializations are presented within the program:

• Public Management
• Regional and Local Level Management
• Management of Enterprises, Institutions and Organizations

Terms of Learning - 2,5 years.

Learning process includes face-to-face sessions (3 times per year) and distance learning through Internet.

Students are provided with set of modern learning sources for each learning course:

• published student's text-book,
• student's learning guidelines,
• printed tutor's teaching guidelines,
• CDs,
• on-line manuals.

Master's Degree Program by Distance Learning "Public Administration"

Master's program by distance learning is the first in Ukraine, which combines the most effective traditional teaching methods with new information technologies. Introduction of another form of learning (distant) into the academic process allows attracting a great deal of specialists in the sphere of public administration on the basis of the on-the-job-training.

Customers of the Center's educational services have unique opportunities to prove their qualification in public administration, management, economics, project management, marketing etc. by distance learning.

The Center are developing Interregional informational and educational network of distance learning which include branches of the Academy in Dnipropetrovsk, Lviv, Kharkiv, Odessa.
